Harness the Planning System

We work with local authorities who want to create jobs and training for their communities.

When a planning application is proposed, we use specialist software to forecast what training and employment opportunities could be generated by the development.

These opportunities are agreed with developers and embedded in section 106 agreements. Once the development is on-site, we then work with local training providers to supply suitably skilled, site-ready trainees.

A proven track record

Our pioneering approach is already established and working well in the East Midlands. It can be used by local authorities across the U.K to secure planning obligations through legal agreements and the Community Infrastructure Levy.

Crucially, we support the entire process, from negotiations with developers to linking with local schools and colleges. And should you prefer it, we can train your staff, so you can run an in-house Construction Futures team.

How it works

Step 1 – Pre-application discussions commence

A developer approaches the local authority with a potential planning application.

Step 2 – Training opportunities forecasted

The Construction Futures team become involved. They forecast the number and range of potential training placements and apprenticeships. This is achieved using industry-led software.

Step 3 – Construction Futures Strategy Agreed

The applicant submits a Construction Futures strategy, indicating how they will meet the training and apprenticeship targets. This is agreed with the Construction Futures team and the planning authority.

Step 4 – Development Approved and Legal agreements completed

The training and apprenticeship requirements are embedded in the legal agreements tied to the eventual planning permission. Construction Futures has developed the legal framework to make this possible via section 106 agreements or the Community Infrastructure Levy.

Step 5 – Scheduled agreed and trainees recruited

Once the contractor is on site, Construction Futures liaises with them to agree a training and apprenticeships schedule. Their needs are matched against a bespoke skills database, with details of potential trainees in their area from local colleges and learning providers.

Step 6 – Trainees on site

As the training placements and apprenticeships are delivered, Construction Futures monitors the process and provides regular support to everyone involved
